The Kyiv Post covers U.S. Vice President Joe Biden’s recent trip to Ukraine and bemoans the fact that more was not accomplished, at least publicly.

At the same time, a meeting involving Biden, Victoria Nuland, Geoffrey Pyatt, new members of Parliament, and activists addressed the fight against corruption, judicial and other reforms, and the concept of a Marshall Plan for Ukraine.  The latter reportedly is to include a focus on energy efficiency.

… newly elected member of parliament Alex Ryabchyn … and confirmed by participants … wrote that Biden … expects genuine progress in combating corruption and launching judicial and other reforms. … Biden, who attended the meeting with … Victoria Nuland and … Ambassador … Geoffrey R. Pyatt, was told … Ukraine needed ‘a Marshall Plan’ — a massive aid program to rebuild, reform and install such items as energy-conservation technologies to lessen consumption and dependence on Russian natural gas.

… But the rest of the vice president’s visit seems to be a bust, leaving the public on the outside as usual trying to guess what’s happening behind the closed doors of the powerful elite.
