Russian Foreign Ministry plans to complete White Paper on Ukraine soon

(Interfax – March 25, 2014) The work on White Paper on events in Ukraine will be completed very soon, Russian Foreign Ministry Human Rights Ombudsman Konstantin Dolgov said.

“Such a White Paper will appear very soon,” Dolgov told Interfax.

At the same time, Dolgov said he could not specify the timeline of its release because “the work on the paper requires certain effort.”

“We will describe in this paper the main and most serious violations of the international and humanitarian law, which were committed by ultra-nationalist and neo-fascist forces since Maidan up until now. The crimes, which continue to be committed now, will be reflected there as well,” Dolgov said.

“We will also not leave unnoticed international law violations by representatives of a number of Western countries, who supported and encouraged the non-constitutional government coming to power in Kyiv,” Dolgov said.

According to Dolgov, after White Paper is released, Russia will present it in various international structures as widely as possible.

“We hope that it will be perceived adequately and taken into account in work on registering and holding liable those guilty of this outrage,” Dolgov said.

The work on White Paper has been started, Russian Foreign Minister Sergei Lavrov said earlier. The Foreign Ministry will welcome it if State Duma deputies and Federation Cou ncil members join it, Lavrov said.
