RUSSIALINK: “Medvedev approves plan for creating ‘regulatory guillotine’ mechanism” – Interfax

MOSCOW. June 4 (Interfax) – Russian Prime Minister Dmitry Medvedev has endorsed a plan for making changes to legislation aimed at cancellation of all outdated laws regulating control and oversight activities effective January 1, 2021.

The relevant document was published on the government’s website on Tuesday.

The plan was drawn up in line with the president’s instructions on implementing the president’s address to the Federal Assembly, an explanatory note said.

The plan envisages the setting up of a unified process and timeframe for development of the relevant regulatory framework. In particular, there are plans to prepare a new law on control and oversight measures (the Federal Law “On State Control (Supervision) and Municipal Control in the Russian Federation”), a new structure of regulatory oversight for every sphere of social relations or type of control, and realization and systematization of mandatory requirements, including in certain spheres.
