Re Johnson List #93 article by Olga Oliker, “No, Russia Isn’t Trying to Make Nuclear War Easier.”

Oliker is right about the flawed analysis on this topic, particularly in the government.  Too often existing work misreads the original Russian sources on military doctrine or relies only on problematic second-hand interpretations in English.  I gave a talk on this question at a workshop last summer held at USAFA and published the first of two papers challenging the conventional wisdom in the inaugural issue of the Russian journal: *Проблемы европейской безопасности *(Feb 2016).**The title in English is “The Sum of All Fears: Nuclear Threats Reemerge as a Source of European Insecurity.” The pdf of the English version can be accessed here: http://inion.ru/index.php?page_id=74&id=326
