“[NATO] is spending €50 million ($56 million) to upgrade the six-decade-old base [in Kucova, Albania], further cementing its foothold … The alliance also aims to project power from here into the Mediterranean and Black Seas, where Russia has deployed ships engaged in its conflicts in Ukraine and Syria. While the West has often struggled to counter Russia’s political meddling and foreign military engagements, NATO has outmaneuvered Russia in the western Balkans in recent years. … Russia has sought to destabilize the region, largely without success.  ….”
