Moskovskiye Novosti listed out leading figures in Russian politics by category or venue, indicating they were basing their list on analysis from Minchenko Consulting that “determined individuals’ closeness to the pinnacle of political power where all decisions are made. They came up with an analog of the Politburo of the Central Committee of the defunct CPSU:”
