ST. PETERSBURG. Sept 10 (Interfax) – The police have drawn up protocols on parental neglect against parents of minors, who had been detained during an unauthorized rally against the pension reform in St. Petersburg yesterday.

Several hundred of people, including 80 teenagers, were detained during the protest on Sunday, the office of the children’s rights commissioner for St. Petersburg, Svetlana Agapitova, said on Monday.

The teenagers’ parents were held responsible for their actions this time.

“According to the Interior Ministry’s main branch for St. Petersburg, a total of 73 administrative protocols on failure by parents or legal representatives of minors to fulfil their duties to support and raise them were drawn up against mothers and fathers,” the office said.

The majority of underage offenders were handed over to their parents right after their detention, it said. The teens, whose legal representatives had been unable to come to the police department promptly, were sent to the Interior Ministry’s temporary detention center for juvenile offenders, there were a total of six of them. Four persons aged 16-17 remain there at the moment.
