Putin wants information about ministries’ work to be made public

(Interfax – MOSCOW, June 7, 2013) The ministries and executive agencies’ work and its results must be made open to the public, said President Vladimir Putin.

The government presented a plan to Putin in the Kremlin on Friday for implementing the presidential decrees passed in May 2012, followed by Putin’s remarks.

“A concrete and clear picture must be drawn to citizens of what has changed in each industry over a year, or two or five years, and how this will impact their living standards,” Putin said at a meeting in the Kremlin on Friday.

Each plan must have feed-back mechanisms, while the measures proposed and taken must be debated publicly and broadly, he said.

The public must be given access to information about the work done by ministries and executive agencies – something that has not been done yet,” Putin said.

Prime Minister Dmitry Medvedev was not present at the meeting, therefore Putin asked First Deputy Prime Minister Igor Shuvalov to deal with these issues at a Cabinet meeting.

“I would also ask you to formulate several coherent and clear priorities for each ministry. We discussed many of the current problems in the Kremlin yesterday, and I am well aware how the government is working and what enormous strain it has to bear on a daily basis,” Putin said.

Putin told the deputy prime ministers that they share the responsibility for the quality of the ministries’ work and for the implementation of strategic tasks set in the decrees, as well as the effectiveness of change in the country’s most important sectors.

“Many of the tasks listed in the decrees cannot be fulfilled by one ministry or agency. They require true teamwork and permanent interaction between all levels of authority,” the president said.

This applies to the demographic policy, to economic renewal and to the creation of modern jobs.

The deputy prime ministers must ensure proper coordination of work between the federal agencies and regions, clearly distribute responsibility for specific sectors and organize oversight, Putin said.
