Not only rich one percenters in the U.S. are going to see their taxes rise, but so are the wealthy in Russia.

This week marks the beginning of the new luxury tax for high spending Russkies.

President Vladimir Putin reminded everyone of that in his annual Address to the Federal Assembly in mid-December.
