Yevgeniy Shkolov, linked to the security services and personnel policy, has been replaced by Anatoly Seryshev from the Customs Service. Several other aides and advisers left …. [SURKOV AND USHAKOV:] These changes don’t reveal the structure of policy portfolios … Vladislav Surkov — responsible for the Donbas file — has retained his post as has Yuri Ushakov, Putin’s 71-year old aide on foreign affairs. … Real change is clearly not in the air. …”
