Interfax: Matviyenko calls for careful treatment of Russian Constitution

MOSCOW. Nov 25 (Interfax) – Federation Council Speaker Valentina Matviyenko believes it is wrong to make drastic changes to the fundamental provisions of the Russian Constitution.

“I don’t see any need to make amendments to the Constitution. There is no need for it and this issue should be approached very carefully,” Matviyenko said during a meeting with young legislators from the regions.

Matviyenko said amendments to the Constitution can be discussed, but only time and life will show when they are needed.

“I am against badly thought-out intrusion into the main tissue of the Constitution, and there is no need for that now. The potential of the Constitution is so huge that we should create good, new legal conditions in the economic, social and other spheres by developing legislation. I am against frequent changes to the Constitution and I believe we should treat our Main Law very carefully,” Matviyenko said.

At the same time, Matviyenko said the Constitution is a living organism in a situation when economic, political and public systems and institutions are developing.

“Life will probably teach us to make certain changes, but there should be a systemic approach to them. We need to first adopt a law on constitutional assembly and complete all constitutional procedures outlined in the Main Law.

Any changes that affect the foundations of the Constitution should be broadly discussed and approved by the population,” Matviyenko said.
