KYIV. May 19 (Interfax) – The Donetsk and Luhansk regions have effectively been left with no security or police forces, Ukraine’s Verkhovna Rada Speaker and Acting President Oleksandr Turchynov said.

“The reform of the law enforcement system is not happening fast. For instance, the Donetsk and Luhansk regions are effectively left without the Security Service and police who are supposed to be prepared to fulfill their constitutional duties. All these systems need to be restored virtually from scratch. But I want to say once again: already there is a military backbone, the armed forces, and we have the capability of defending our country,” Turchynov said on the 1+1 television channel on Sunday.

The Ukrainian Inte rior Ministry is selecting human resources as part of the law enforcement reform, he said.

“Today there are not that many people willing to work under very dangerous conditions. You cannot force someone to be a district or regional police chief. On the one hand, specialists are needed; on the other, these are very complex and dangerous conditions, and today the Interior Ministry selects precisely the people prepared to perform the national tasks under very complex conditions,” Turchynov said.
